People do not have either of these rights at the moment. Incitement to
murder is a serious criminal offence. Believing it should remain so does
   not justify supporting this bill.

For the record, I understand that the reference to 'shouting "Fire!" in
a crowded theatre' comes from a US court ruling against the socialist
Charles Schenk. Schenk was arrested in 1917, prosecuted under the
'Espionage Act', found guilty, and jailed. His 'crime'? HANDING OUT
LEAFLETS AGAINST THE WAR AND THE DRAFT.

In other words, he was kidnapped and held prisoner for DISCOURAGING
   murder.
