   Existing law 'not working'? What an idiotic 'argument'. Have you heard   
   of the role of 'public policy' in decisions whether or not to prosecute?   
   Do you think there will be many cases where, on the same body of   
   evidence, a jury would convict on a charge of encouragement of   
   terrorism, but would acquit on a charge of incitement to murder (or   
   incitement to cause grievous bodily harm, etc.)?
