   Time to remember the 'New Labour' 'pistachio' metaphor from 2000.   
      
   In the 1980s the rulers marched in, cracked so many nuts. Now the idea   
   is to make it considered impossible that any nuts could ever be   
   uncracked. Do you remember before CCTV on every street corner? Are you   
   mad? To hunt down and crack those they couldn't crack before - the ones   
   they dropped back in the packet, for dealing with 'later'.   
      
   Mopping up? Mobilisation? More like both.
