   I believe kissing kids on the stomach is a Russian cultural thing but it   
   does look like it was a planned PR stunt, not spontaneous affection.   
      
   If you watch, you notice Putin picks the kid out and immediately puts his   
   hands on the kids waist, under the edge of shirt. He talks to the kid a few   
   seconds and then does his thing.
