No thank you. Coincidence of time or place between otherwise
unrelated events does not even come close to proving a relationship.
For example - my cousin Ray and I have only arranged to meet in a
pub on two occasions in our entire lives. Yes, you guessed it -
911 and 7/7. We watched both stories unfold on BBC News on the same
TV above the same bar. By mutual agreement, if we meet up again we'll
choose a different pub, or better still, a cafe. :-) But seriously,
coincidences happen every day - in themselves they mean absolutely
   nothing.

As for your specific points. Exercises are very frequent in both the
military and civilian services, so having "exercises" in progress on
both dates is, at best, a very weak coincidence - probably none at all.

As for your "Israeli Security" crawling over Liverpool Street Station
   - given that they don't wear uniforms, what is the source for this
highly unlikely scenario? And even if it were true, is it relevant?
Were "Israeli Security" also "crawling" at other bomb locations on
the underground and on the bus - if they weren't, then it's unlikely
to be relevant in any way. Perhaps their base is near Liverpool Street
Station and they were on their way to work.
