   Have you not thought it may be a flash ?  It was nightime in a street   
   around the back of a hotel after all.

   Is this camera a recognized "speed camera" ?  Is it a speed camera in   
   Paris in much the same way as what we in the UK consider to be a speed   
   camera.

   Listen they can do all manner of things with that photo and one thing   
   they will be able to do is tell you if it was taken of a stationary car   
   in a street.  Or if it was a moving car taken from another angle by a   
   back seat pasenger of a motorbike/scooter.   
      
   Did you see the way that the photo of that paedophile scumbag was   
   unraveled which led to his arrest.
