   And here (finally) is the answer from the JREF which as you can see isn't   
   really an answer at all:

   Clear proof that the JREF is calling those who do not even preliminarily   
   test 'failed applicants'.

   Right, like I have the time and money to do something like that!  And, it   
   goes back to my statements   
   about setting the bar of proof so high that NO ONE could cross it.
