   In other States like Missouri or the Delaware they fire all the cops   
   every 5 years.   
      
   In the whole state that is divided in to 6 geographic municipal areas.   
      
   The cops move from one area to the other over 30 years and retire.   
      
   They do this fire the cops thing to stop the old boys pay off favors we   
   gonna buy you cops off shit that comes from being around in the same   
   place for a long time.   
      
   'They got fed up with it ... it was so bad and corrupt.'   
      
   States like Missouri have a real professional State Police of high   
   quality cops like State Troopers .. or our California Highway Patrol all   
   over the state.   
      
   All the cops in all the Cities and Sheriff Dept become Trooper or CHP   
   top guns quality professionals and really uptics BART cops to better status.   
      
   These OLDER States that do this have more time under their belt then   
   California people do ...   
      
   and I say give them a listen ...   
      
   and take their lesson ...
