Why El Salvador was chosen above any other country is likely
because President Nayib Bukele offered to take them. He gets the
people AND around six million dollars to house them in prison for at
   least one year.
President Bukele may be just shy of being a dictator, but he's a
smart President who is just shy of being a dictator. El Salvador isn't
a wealthy country. $6million, which is far less than the cost of
housing the deported people, is a great boost to the economy.
As to why foreign countries are chosen is because the U.S.
Constitution doesn't apply in foreign countries. If someone is taken
from country X to Guantanamo, they don't get any Constitutional
protections. If they're in the U.S. and deported to El Salvador, or
anywhere, they are supposed to have some protections while in the U.S.
But the Trump administration doesn't care much about the Constitution.

I find his projecting such strong knowledge of the law when
claiming due process isn't applicable, but ignorant of the law when it
   exposes his hypocrisy.
