   Searle is basically arguing that the Turing test isn't sufficient.   
   According to him, a computer program could simulate human behaviour   
   perfectly well without actually experiencing any conscious states.

   The difference is only unknown because the Turing test arbitrarily   
   prohibits checking to see if its a computer running a simulation, or a   
   person with a brain in their skull.  Otherwise its trivially easy to   
   tell the difference between a computation simulation of a brain and a   
   brain.
