   Actually, they're not.   
      
   They simply got fucked over by the Dems in the '00 election. The Dems   
   insisted on the layout of the ballot (as is their option) in Broward   
   county.   
      
   As a knee-jerk reaction to this fucked up incident, Congress acted to   
   "correct" the mistake and tried to fix it in '02 and '04, which caused   
   more confusion and distrust.   
      
   Worse, they came out with the HAVA, which is a smelly, filthy piece of   
   crap, designed to get *less* people to vote, not more.  Talk about a   
   waste of taxpayer dollars!!   
      
   Now, they're coming out with new legislation to try and fix HAVA, with   
   the "Voter Confidence and Increased Accessibility Act" (http://   
   www.govtrack.us/congress/bill.xpd?bill=h110-811) that will completely   
   destroy any credibility the local Registrars have in the minds' of voters   
   due to even more expensive and fucked up "controls."
