you can request a trace from your telephone co. but most likely they
will deny it unless you are being harrased and/or threatened. It's
actually difficult for even large corporations to get trace's done to a
number (I know, it's part of what I spend my time arguing with telco's
   over at work).

but .. all numbers are logged in the Frame as like the internet there
has to be two addresses logged for two way communication and your
telephone number is that address for voice comm. Just because you can't
see it doesn't mean it's not there. To get it to show up you'd most
likely have to hack the frame itself (good luck) for the info while the
   call is in progress.

the most common reason that an CID doesn't read a number is that one
telco doesn't pass the number onto the other telco for CID, only for
purposes of making the connection. I do know that many of the Telco's
will block their own internal numbers from coming up on CID and instead
will read something like "QWEST" or "AT&T" (those are the most common
ones I come across) and if the call is, say, coming from one of those
internal addresses (Telco's will adopt an entire exchange (second three
digits after the area) for themselves on occasion), via a phreak then it
may not show up on CID at all.

There's no real way around it except to not answer your phone. And
incidentally the police won't help you either because it's not illegal
to ask for your money in and of itself, once you're scammed however then
fraud may come into play and then the police might listen.
