Cyberpunk is, imo, a point of confluence of counter-cultures.
By counter-culture I mean an expression of antipathy to 'the
way things are' that is more than a personal or individual
distaste, because it is social or cultural in origin, not
personal or individual. It affects lots of people at the same
time, in much the same way. It's not, for example, that I
can't do or be as or what I wish, but that the society or
the cultural I live in does not have the mechanisms that would
permit me to do as or what I wish.

Because cp authors were part of or were inspired by counter-
cultural 'movements', cyberpunk is counter-cultural. Among
those movements, the most basic to cp is the sf genre and fandom.
The hippie -> yippie -> cracker/phreaker lineage makes up
   most of the rest.

cp sf is a variety of 'hard sf'.

Once upon a time christianity was counter-cultural, don't forget.
