Internet relays kind of defeat the purpose, so whilst I could potentially link
up to users via the net, if that goes down?

LORAWAN is acceptable for very static setups but besides text it is
rather anemic from my testing. Lack of multicast support means that
dynamic adhoc protocols simply do not work. 802.11ah using BATMAN works
quite well, I used a handful of 900Mhz Ubiquti AirMAX boxes but they are
quite expensive now second hand when I last looked, but they supported
live video, voice, text, you name it. I'm sure you could roll your own
with some banana pi's and 900Mhz TDM radio boards with little effort if
you find an "as easy as seen on TV" kit. Internet ROIP gateways serve
their purpose. For this https://www.pistar.uk/downloads/ is quite good.
