      [continued from previous message]               BCrats, middle level, learn quick that the way        to advance is to invent "stuff" and sell it as        vitally important. So, endless counting of beans,        endless paperwork, is seen as GOOD and USEFUL.        Looks just like Doing Something. Any who don't        think that way stay at the bottom. It's a        self-perpetuating ever-escalating mediocrity.               Only strong leaders can SMASH that and get back        to clean functionality.               But, after, it all starts again. Always will.               And that's How It Is - all through writ history.        Even the Sumerians developed a HUGE bureaucracy.               This is a kinda "human thing". At some point        it's clearly "wired in". No escape - just        perpetual resistance. Sometimes successful,        sometimes not.               Alas I don't think endless Khans forever        chopping useless heads represents any kind        of 'ideal'.
