   Which is NOT a constitutional power given to the United States.   
      
      
   The "promoting" general welfare is in the preamble and that is there to   
   tell you what the actual document(as a whole) is supposed to accomplish.   
    Which includes limiting the Federal government from over taxing and   
   giving money away, which violates the right of the people to private   
   property.   
      
      
      
   The section 8 "provide" general welfare, has the limitation or   
   *Qualifier* that is *United States* and the United States is the   
   Federal Government.... which jives with the words that say;   
      
   ["Section. 8.   
   The Congress shall have Power To lay and collect Taxes, Duties, Imposts   
   and Excises, *to pay the Debts and* provide for the common Defence and   
   *general Welfare of the United States* ; but all Duties, Imposts and   
   Excises shall be uniform throughout the United States;"]   
      
      
   The highlighted part *to pay the Debts... and general Welfare*   
   *of the United States*   
      
      
   Points out that they don't pay the debts of the people or the States so   
   they also don't presume to be responsible for the general welfare of the   
   People or the States. The entire sentence or idea is that congress take   
   care if the Federal government's welfare, and that's what congress is   
   supposed to do so it all makes sense when you read it correctly.
