   But I think you would do better if you called him and said that you remembered   
   what a great resource he was and you know there was some kind of   
   interpretation in the 90s on the issue and you aren't asking him for any   
   official statements, just where to    
   find the interpretations that were given on the issue.    Since he Was  head   
   of policy  now it's almost normal to go him.  I think he'd be more flattered
