   standard 2-way outlet under the stairs - it was black with a silver   
   faceplate... under the stairs was sort of a play area & one time   
   i think i heard some buzzing from that outlet (was never fully sure

    You had good reason to be afraid because a buzzing outlet means something is   
   arcing inside the box or the receptacle itself, which means the possibility of   
   fire. Likely a loose connection from the   
   house wiring to the receptacle. If nothing was plugged into that outlet, there   
   was likely   
   another circuit that was bridged off of it continuing downstream to a fixture   
   or another outlet   
   in the house which is common practice in the US.   
      
    But in any case, an outlet should never be making any noise whatsoever, and   
   if it is, that's a   
   warning sign of impending disaster (fire).
