   Seriously?  Your country allows changing of a meter without the homeowners   
   permission?!?   
      
   And water meters?  Oh my god.  I can use as much fucking water as I like, it's   
   flat rate.  Water falls from the sky, it's free!  If I was forced to use a   
   meter I'd install my own collection system!
