   Simple. FY2008 ran until Sept 2009.... At the beginning of his term Congress   
   passed and he signed into law an $800 Billion dollar additional spending   
   appropriation that was not part of the existing budget.   
      
   Oh, and I will note your reading comprehension STILL sucks. I didn't say he   
   signed the budget I said he signed spending that was ADDED TO the budget.   
      
   I know reading is a difficult challenge for you, but you need to try harder.
