   It is dependent on the change in spending. Government spending should   
   increase when the economy is weak and it should decrease when the   
   economy is strong. Right now our government spending as a share of the   
   potential GDP is lower than it was under Reagan.

   When the economy is strong again.   
      
   Austerity during a recovery from a massive recession is like   
   blood-letting as a treatment for someone with a fever.
