   None of those expenses on business came into existence in the last 10   
   years.  They are a cost of running a business, just like utilities,   
   payroll, and, yes, taxes.  The point is that cutting taxes did not unleash   
   a fury of hiring.  Perhaps they should try cutting payroll, next?
