   Really? Government regulation hasn't changed at all in the last 10 years?   
      
   I'll call bullshit on that claim because I know damn well OSHA regulations   
   have and who knows what else has changed as well.   
      
   Oh, and I believe the yardstick was "all-time" which means it includes the   
   ENTIRE history of the US.....not just the last 10 years.
