   No, that was a call made by the SCOTUS. Obama called it a penalty.   
   SCOTUS ruled that Congress didn't have the authority to impose penalties,   
   but it was functionally a tax, and hence, within Congress's authority.

   True, as far as it goes, but the real world is infinitely more complex.   
   For example, if you restrict a company from polluting the air and water,   
   you increase their cost of producing their product. However, by having a   
   cleaner environment, their workers will be healthier, so their labor costs   
   will decrease. How much one savings offsets another expense is impossible   
   to determine, because so many factors are involved. However, people LOVE   
   to create scenarios, as I just did, to justify their ideology.
