   It happens on many routes in many cities.  People show up at a bus stop a   
   certain number of minutes before their bus comes.  A bus gets delayed in   
   traffic, or there is some other problem, and once the delay starts then   
   they start picking up people that would have gotten the bus just after   
   it.  As more and more people get on the later bus, the later it gets   
   because it winds up stopping more.   
      
   We have several routes like that were I live.  Some of the drivers know   
   exactly where to make up time when they are late, and therefore even if   
   delayed are able to keep close to on time.  However, not many of the high   
   seniority drivers sign up for such routes because they are a pain.  Thus,   
   the drivers on those routes tend to be closer to entry-level drivers, and   
   don't know about schedules and how to maintain their spot on the   
   timetable.   
      
   Better response to traffic planning and better training of drivers can   
   help, but bottom line is that there are a lot of transit routes that need   
   to be separated from auto traffic in order to become more reliable.
