   It used to be quite a complicated process. You might be able to find some   
   info on that on some of the *.answers ng's.   
      
   Then there's Google Groups. They seem to offer a way to create your own   
   discussion groups through their service though TBH I've never tried it   
   myself. All you need is to create a Google account, and you're set to go. I   
   think?
