What's really dumb is that for a lot of 1099 income, the taxpayer
shouldn't need to do anything. The feds already get a lot of these
reported to them, and it ought to be something which they can list and
   estimate taxes for you.

In a number of countries you don't fill out taxes so much as receive a
statement from the government which you can amend if you need to.
Otherwise, all of your income and witholdings have already been
reported. If they have an equivalent to our child tax credit, they know
your dependents too. They just estimate whether you still owe anything,
   pending your final review.

We have conservatives lobbyists like Grover Norquist who push for the
tax filing process to be as painful as possible, and tax prep and
acccounting companies who want things to be really complicated too. The
GOP pays lip service to simplifying taxes, but what they really mean is
what Paul Ryan did a couple of years ago by shrinking the font of the
1040 and moving a lot of the detail to new forms and schedules.
