   Indeed, it is difficult to buy the car (as new) without either an   
   existing insurance policy or applying for it through the finance

   Probably requires an appointment.  Birth certificate.  Proof of   
   residence.  Proof of normal body temperature.  They will supply the mug   
   shot and thumbprint.
