   It's a quote, so it gives the exact letters used. The original material   
   had some other text before hand and continued with  "unless...". To make   
   it grammatical the sentence you show required a capital letter at the   
   start. The brackets indicate that that part is not being quoted; i.e. the   
   quotor, in this case, changed the 'u' to 'U'.
