I only have experience with one Kroger-connected gas station (the
Ralphs branch of the family), and not for a couple of years. But there
are two Safeway-connected gas stations near me (the Von's branch), and
they are run by different operators (contracting firms), and I think
the procedures are slightly different. The staff wear Von's badges,
but I don't know who signs their paychecks.

The Ralphs and Von's that have inside Starbucks usually supply the
employees, but the brief incursion of Haggen into SoCal seemed to have
used Starbucks employees in their in-store. And I am uncertain about
the Safeway Pavilions branch and the Starbucks in-stores.
