   EL is quite small, it is less than a 10 minute drive to where I live.   
   Parts of town do flood in this area, but usually not by the river,   
   actually.  There is a lower spot inland in the east end that was totally   
   under a couple feet of water several years ago... the whole main road   
   was blocked off... that was a disaster.  Floods aren't too common.
