Thing is the Masturbating Bear was more talked about than he was
ever really present on the show. He was there for adolescent and slightly
shocking humor, and then more or less there as testament to how silly the
show could be. At least part of his appeal has pretty much always been
that we're too mature to laugh at this stuff yet do anyway. And like most
of the one-joke bits it had a run and then left while people were not yet
significantly tired of it, so that it's still fairly fresh when he makes a
   cameo.

At some point, really, the Masturbating Bear became jokes about the
Masturbating Bear rather than the bear himself. The Carrie Fisher cameo
bit and his escape through the sewers of New York City is an example of
that. So was the bobble ... er ... paw doll and the unfortunate
interaction it had with the vomiting Kermit doll back when Late Night did
   that odd merchandising sketch.

Er ... you know portraying the band as moral reprobates has been
a standard comic approach going back to pretty much whenever bands got
their start? Heck, listen to what Jack Benny used to say about Phil
Harris's bunch sometime; that positively blistered.
