   Not necessarily. Neighborhood mesh networks can help, smaller-scale IXPs   
   can help, cooperatives composed of smaller independent ISPs can help,   
   cooperative-based funding and construction of submarine fiber conduit   
   can help, and heavy use if long-range fixed wireless can help.   
      
   Tor and I2P could protect user anonymity OVER such networks, but that's   
   more a user-based thing, not a carrier-based thing. I'm thinking in   
   terms of carrier stuff.
