   and only reasonable answer  is black market.   
   No one knows from where all that plutonium comes but his presence is evident.   
   All Russian plutonium is from time of communism and cold war period in belief   
   that US have public factories still today.   
   They sell to Chinese people liberty army and they to North Korean regim and   
   thats closed ring of black market oponents of US.   
   All that reserves is limited and controled,disfunctioned from military usage

   But price constantly foling down which is sign that somehow black market is
