   When the Death Eaters tool over the Ministry of Magic, did they then   
   immediately take control of the Muggle Prime Minister?  It would seem quite   
   easy to do so.   
      
   Imaginary Scene: The new Minister of Magic asks for a meeting with the PM.  He   
   brings Lord Voldemort to the meeting, and LV Imperiuses the PM.  The British   
   PM and LV could then arrange to take control of the Muggle leaders of all the   
   nations.
