   He was living with the Dursleys and the Lilly protection spell considered   
   Number 4 Privet Street to be Harry's home.  I assume that Vernon and Petunia   
   would have claimed Harry as a deduction on their taxes each year!  Hence, he   
   was legally part of the    
   Dursley family!
