      In a speech he gave in 1961 Dr. Verwoerd explained that when the   
   first settlers arrived they did not come as colonists or colonizers,   
   and they only occupied vacant land. They first encountered Black   
   people in 1797 and did not appropriate any of their areas. Blacks did   
   not develop themselves and therefore sought work in White areas, food   
   and the benefits of civilization, such as health services and security   
   and did not demand any political rights. Moreover, they were often   
   fleeing from tyranny and internecine tribal warfare.
