   If Scalia says interpretation is in the constitution he is interpreting   
   the constitution to say that.   
      
   There is the Paradox....   
      
   The Judiciary is NOT directed to interpret any laws....  they are   
   directed to follow the constitution as is all government.

   Yes...  and that means the State is held to the constitution and the   
   State judiciary has no power to create laws either.
