   It will achieve it where ever the people want it that way. Way back when   
   big US cities had privately operated transit. But then it got political.   
   Transit companies and governments got together... the transit companies   
   stopped being free market... their deal with the devil resulted in the   
   government taking over transit.

   Well maybe in Brazil where the weather is nice. This past week in   
   Chicago people had to stand in snow drifts in sub zero (F) weather   
   waiting for buses. They didn't look very comfortable as I drove by.
