   That's nice. Explain how this works and is ADA compliant in chicago with   
   20 inches of snow on the ground. Furthermore, how is heat provided to   
   prevent freezing?   
      
   Central planners assume they can just copy something that appears   
   to work elsewhere and force it upon people. That's another problem with
