   And that's a nonsense argument.  Because the cost of the food   
   deliveries should simply be priced into the cost of the food.   
      
   But, in fact, the large majority of road spending is paid for by   
   drivers.  The same cannot be said of transit, which cannot even cover   
   its operating cost (let alone capital cost) out of the farebox.
