   Who has more on the line if the plane fails? The government or the   
   airline? Who has the greater interest in properly caring for aircraft?   
   Anyway the procedures and rules come from the airlines and the aircraft   
   manufacturers. Your government doesn't protect you, it just fines   
   corporations after the fact.   
      
   Now perhaps you need that government oversight if airlines are protected   
   by law from the financial consequences of a crash.... but that's still   
   government   
   in action.   
      
   BTW: the FAA allows tape. It's called Speed tape.
