   Tinted windows should be banned. Drivers have learned that with   
   tinted windows, even if someone gets their plate number, no one can   
   actually identify the driver of the vehicle that hit the biker or   
   ped. So they just park the car somewhere and call the cops and say   
   the car was stolen.

   The car is not parked. It is occupied, and into the crosswalk. The driver is   
   looking for pedestrians approaching from the left, and somebody steps in   
   front of the car from the right. Or vice versa.   
      
   In any case, the tragidy has happened, and is the result of an inattentive   
   driver and a pedestrian that hasn't the life expereince to expect what   
   happened.   
      
   Sadly, there is really nothing that can be done, short of execution of the   
   inattentive driver at dawn in the public square.   
      
   Banning tinted windows because the driver doesn't bother to look out in all   
   directions before proceeding is like banning guns because a gang member uses   
   one. Your solution ignores the millions of tinted windows that are used   
   responsibily by people that take the time to look first.
