   Its a National Security memo given to him by his Mid East Staff .   
      
   Chomsky roughly paraphrases ;   
      
   there is a perception among the People of the Middle East that the USA   
   installs , arms and supports harsh , repressive regimes , and blocks any   
   attempts towards Democratic Reform throughout the Region .   
   It is difficult to refute such perceptions  because they are accurate"   
      
   The memo goes on to say why the USA  "should" support harsh regimes etc etc .
