   Most likely, they're all in California. We know Blue Bay Harbor is, from   
   Thunder Storm, part 1. Tommy and Hayley were looking at a map of   
   California, when they determined the "blanket of evil" was centered there.   
   And by having all the cities in the same state, it does make the team-ups   
   (Lightspeed/Time Force, Time Force/Wild Force, Ninja Storm/Dino Thunder)   
   more convenient, since the guest Rangers wouldnt have to travel out of   
   state. After all, it didnt take long for the Lightspeed Rangers to get to   
   Silver Hills from Mariner Bay after Carter called them.
