   Sky's lack of tact and adherence to test scores and regulation might be a cover   
   for feeling inadequate trying to live up to his father. His father wouldn't   
   even   
   have to be trying to push him. It could just be that he was that damn good.   
      
   Privately amongst the early rangers, Tommy's got the best record. But Wes has   
   the mojo to go public and do stuff.   
   The Zordon Era rangers are probably never recorded except in classified   
   documents. So as far as the public on Earth is concerned, it should be Wes.   
      
   Sky starting off as Blue would make Wes even more likely, since Wes didn't   
   start   
   off as a leader either. He grew into it. But what I think makes Wes more likely   
   is that with Bio-Lab and the Silver Guardians, plus the morphers, Wes had the   
   means to start a public legacy. I swear, he must've been the one funding   
   Tommy's   
   research and set-up (how the heck could Tommy afford all of that equipment?).   
   While the government did the funding for Lightspeed Rescue, SPD being so   
   widespread (a police force vs a strike unit) speaks to civilian involvement.
