That's the obvious link, isn't it?

Ozu is a perfectly ordinary Japanese name. For example, the famed film
   director
Yasujiro Ozu. If you want to really nitpick, the kanji for their last name
could even be romanized "Odu", since the furigana is written with a "tsu".

The Wizard of Oz in Japanese is "OZU no mahoutsukai", with the "Oz" written in
katakana. If you search for the kanji instead (小津の魔法使い), you
   just get a
lot of hits for Majiranger. But the kanji is clearly a play on the book/movie,
which is just as well-known in Japan as in the West.

If there's a reason for it, I'd use the Japanese order. I don't like to lose
the pun in a name like singer Ando Natsu, or the mystery writer Edogawa Ranpo.
But if not, the family name last is fine, that's what the newspapers do.
