   All food, petroleum, electricity, building materials and transport   
   must pay an entry and exit fee of $50 each time.   
      
   Health care, they are on their own.  All external providers are   
   banned from operating in the dead zone.  All prescription drugs   
   will have a $100 surcharge for each order.   
      
   No internet.  Cell phones are allowed for communication with all   
   network capability blocked.   
      
   If the population objects and wants back in the Republic, they   
   must publicly execute the officials who banned the firearms.
