   The purpose of a tariff is to punish a country. That is its exact   
   purpose in economics.   
      
   You are discussing the fact that the American people are the engine   
   behind this punishment, it takes something out of them for each of these   
   tariffs. However, while taxes serve a purpose of dutification of an   
   American, tariffs serve the purpose of punishing a country.
