   Case in point, look at (19°28'12.0"N 79°07'48.0"W) and why there are   
   small boats which actually venture way out to this location to drop a   
   line.  No, not troll, but drift fishing.  Naturally, they're going to   
   make best speed to get there & back, right?  Is that illegal?
